 Appraisal of options for the Less Favoured Area Support
Scheme in Scotland post 2010

The Scottish Executive has proposed an interim Less Favoured Area Support Scheme (LFASS) until 2009 while in 2008 the Commission is expected to bring forward proposals on re-designation and payment of LFA support for implementation in 2010. The main objective of the study was to assess the potential implications of future options for LFASS for rural Scotland post 2010. The study evaluated the impact of four counterfactual LFASS scenarios on the rural economy, the social fabric of rural areas and the environment due to expected land management changes. Two principal directions for future LFA support can be derived from the findings of this research which combine different elements from the analysed LFASS scenarios. The first option is to retain a LFASS scheme but to review eligibility criteria and the distribution of funds between different regions and farm types giving greater weight to delivering socio-economic objectives. Secondly, LFASS funds could be included in Land Management Contracts, ring-fenced to LFA areas, and split between agri-environment measures and broader rural development measures.
